Few people you don't know personally will ever look at the dissertation, and the acknowledgements will be perhaps the most looked-at page. The main principle is to make sure you thank anyone who might plausibly end up looking at the dissertation.
Once you've done that, it really doesn't matter what you say, as long as you are nice and don't insult anyone by making it clear that they are less important to you than they thought. I would not thank someone to whom no thanks are owed, because it belittles all the acknowledgements to people who really gave you something. Then sometimes you may want to thank someone who actually whinged a bit about how your attention to your PhD such whingers could include parents, partners and your own children meant less attention to them…you may want to thank them because overall you love them and want to keep them happy.
